The same thing happens in the USA anytime it snows South of the 40 (maybe 35)
degree latitude.
I wonder if anyone in driver education has thought of using a snow machine in an
indoor facility so that people could get a feel for this. It's probably cost
prohibitive. I always use the 1st snow to have a good skid so that all the
winter reflexes kick in.

Yeah, I've only ever driven in snow a single time, and that was when I was
living in the UK. It's extremely rare for it to reach the ground outside of the
mountains here, and if it does it usually melts as soon as it touches the road.
Buildup is non-existent below ~500m usually.
It's been a cold week here, but still with daytime averages of around 12C.
I think it'd be fun to do a snow/ice driving course. The time I did drive in it
in the UK was horrible, I had a 600bhp Supra and effectively racing slicks,
there was almost no tread at all in those tyres.

Tires are a big deal! I guess it's down to the TV weatherman to joggle
people's mindset, if anyone even watches anymore.

I don't know about where you all live but here in the USA there are A LOT of
people that shouldn't be driving period, let alone on snow..
I grew up in Minnesota and love driving on snow...

Northern Illinois. We get it all; hot, cold, snow, tornados (well, most are
South of 42 degrees North which is the WHY for Northern Illinois). It's
surprising how far North in the States it gets really hot. But we're talking
high 90's(sorry rest of the world, Fahrenheit), although it can exceed that.
After all, it ain't Phoenix. IMO, snow is simply a time waster. That's what I
don't like. But in this area, a couple drops of rain clearly shows who the
morons are.
