Looks like a prison Wiki, probably for border detainees.
Being that close to the border you're going to have Spanish signs
plus signs in other languages no matter what side you're on. Could still be the US.
Next to no English signs in Chinatowns all round the world,
because they're a Chinese community living in another country.
