Because static HTML takes us back to the days where there's a webmaster and that's it. Every image would be uploaded and programmed in by me.

Edit: For reference though, this is a very small page. We add a few kilobytes above what the image size is in code. About 1-2 seconds on a 56k dialup modem + image load time.
