We still use them for some bills. We use them to pay the monthly bills whose
website charges extra to pay online. We would rather buy a stamp and mail the
payment to them instead of paying an extra $5 to $10 to pay online. Why should
we be penalized for paying someone immediately?

Cheques are practically non-existent here. Have been for years and years. Aside
from government departments (and eg real estate deposit/bond) I think you'd
struggle to find anywhere that even accepts them.
Absolutely everywhere prefers cards. Even cash is pretty much dead. I've had
around $80 in my wallet for maybe 3 months, everything on cards, tap and go.
For you though jgoins, I'll make an exception and accept cash OR cheque from you

Well already screwed up with credit cards, now the only card I use is my bank
debit card no credit on it. Basically only use it on Redbox anyway.

No you are right a check for $0.00 is the right form of payment for this bill
but who would have eve thought they would need to send anything. Of course
after receiving the first notice of nonpayment of $0.00 I would have contacted
the origin of the bill to talk to a human.

Back in th 90's if you copped a fine for say $100 you could pay them $101 and
they had to send you a check for the $1 that you over payed.
This gave some pleasure in knowing that you were wasting the departments time
and resources. They process probably cost them several dollars.
But the best thing was, before they figured it out, was that until you cashed
that refund cheque, the actual fine was not processed in the system. In the case
of demerit points this was very very handy because if you never cashed the
refund cheque they never debited any points.

My wife over paid our cell phone bill by $85 last month and they just credited
my account the amount and didn't send it back. Guess it just depends on what
you are paying.
