To get that sort of power from an Evo, virtually everything is changed; rods,
pistons, crank, head (ported), valves, cams, pulleys (normally switch to
adjustable), stand-alone ECU like a Motec or Omex (although a piggy-back like a
Greddy E-manage or Apexi Power-FC might just do it) - bigger injectors, water
injection, bigger intercooler (maybe nitrous sprayed), custom wastegates and
controllers, coils replaced, exhaust. Then there's the transmission; paddle
clutch - probably tripple plate carbon, straight-cut box, the Evo rear axle is
pretty good, but not sure it can take this much on its own, suspension would
need changing. Unless it's a drag car, the brakes obviously need upgrading. I'm
guessing it also has to run on race fuel to give full power too - probably more
like 550-600bhp on road fuel.
Like all these big power cars, so much needs changing to get the power that the
only things they have in common with the originals are the body shell. I run a
big turbo Jap import, and know several others running big-power Evos; one over
700bhp, that's used for racing. They look good and the feeling when driving is
awesome, but they're f*cking expensive to run (I get 12mpg, and it's in the
garage being tweaked about 40% of the time), and need constant attention which
is what a lot of people forget.

For all the reasons you stated in your 2nd paragraph BL, I steer my customers
toward the safer approach of 500hp or so to the ground then a 650-700 hp figure
with the boost cranked up to 30 psi or so for fun at the track.
The tweakier you make the ovearall package the less they tend to actually ENJOY
their new toys due to constant tuning and maintenance/repairs :>
