It's only about 2" long. Fossil was on the right track on his 1st guess
but it is not ivory and not a fret.

It is a guitar nut blank, to be shaped, fitted, and slotted and is bleached
bone (probably cow or camel). Closest thing you can legally get to ivory
anymore.
