Well France built both of them... in fact, Eiffel built both of them.

Eiffel did not build either of them entirely himself. Many other designers and architects were involved. In the case of the statue he and Maurice Koechlin desinged and built the inner support structure but it was designed by Frédéric Bartholdi.
