It's pretty simple, there isn't enough space for that height change. Ramps
onto elevated highways need to be gradual and this would have likely exceeded
local code for grade.

It LOOKS to me (and i could be wrong) that it goes down before going around the
loop, and that the height might not rise that dramatically; but it's hard to
tell without a lower perspective.
