I reckon without the UV filtration of the atmosphere many of the components, especially rubber and plastic components, would have deteriorated to an extent to make it undriveable.

The wheels and most of the lunar rovers were actually made of lightweight metals like aluminum and titanium. There was very little rubber or plastics in their construction. They would probably be mostly intact.

I don't know where they get the 215+ million dollars from when from what I have found they cost 38 million. Only way I can think they got such a huge number is if they factored in the cost of the launch.
