This is Tin Shui Wai new town in the Yuen Long area of Hong Kong. Urban planning nightmare. Plan: high class residents, schools etc. Reality: too far from the heart of Hong Kong, no one wants to live there, ergo the public housing units are filled with those with option. Result: something like Fort Apache, the Bronx!
