I'm not completely certain, but I think it's that this woman had on 7 different occassions been scheduled for an operation on her shoulder, but it was cancelled by the NHS (National Health Service), presumably because of a combination of things that would be comparable to problems with HMOs or Medicare in the US.

Liberals would use stories like this to promote the idea that the solution to problems with health care would be to increase funding. I have no idea what the situation in the UK is like, but I don't think things like that are a good idea. There used to be a point where if someone had a shoulder problem, it was their own business to take care of it. But that's just my opinion.
