The pic is photoshopped. Check www.snopes.com There's one of Bill C. doing the same thing.
Like everything, It's fake or false if it deals with clinton but true if it's the same pic of President George W. Bush. I guess it's natural to hate the guy on top, especially when you voted for the looser...
