No one needs advanced knowledge to scramble fighter jets after a commercial plane that is off course.
The plan to scramble jets after a commercial airliner that is off course and possibly highjacked was setup in the 1970s.
The Bush admin didn't need to be superman. They just needed to be human enough to follow the security guidelines already in place.
