My guess is somewhere like Switzerland, France, Germany, Austria (sorry I couldn't be any more help). Is there a way to search for an image on the net? I was thinking of using the image itself as the search criteria.

The "¿" symbol? For Wiñdows OS, chànge thé Keÿboard çontrol panèl Lañgùáge Pröperties to "United States - International". The ' key becomes the módìfïér for most diacriticals. For Macintosh, it's even easier. Linux, I don't know.

But if you're asking about an OK language translator, [Babelfish.altavista.com] give rough translations from and to several languages.
