I'd say Vauxhall Astra MkII aka Opel Kadett or Chevrolet Le Mans (90s version). My brother has one

I'd also name it "screwed", if it's needing welding done in the engine bay. Probably being broken for parts rather than repaired i'd wager.

(mind you it could also be a pug 205, or even a ford escort/fiesta, vauxhall nova/cavalier (opel corsa/vectra) or vw polo at a push - they all seemed to use the same generic trapezoid Hella light clusters... ah, the late 80s/early 90s... such an age of awful design mediocrity and stagnation)
