Right or left while looking at the top or the bottom?
That's why with a circular spinning object you have to ask "clockwise or
counterclockwise?" so people have a consistant reference.
At first I thought it might be one of those optical illusion things but it
didn't take me long to realize it spins in one direction, then reverses and
spins in the other. It's a pretty smooth transition but not smooth enough not to
see when it is making the change.

It doesn't "spin" at all. This is only a 2 frame GIF. It just
flicks back and forth between two frames. No left, right, clockwise or
counterclockwise. Frame A. Frame B. Frame A. Frame B.
The rest is left up to your mind.

it's because it is NOT smooth that people can see them turning in both
directions..

It's really cool ! If I look at the outside edge of the object it does appear
to move both clockwise and then counterclockwise, but ... if I only look at the
hub area closest to the hub I can see it actually is only toggling back and
forth in an A-B-A-B motion. Amazing how the mind generates something that
doesn't actually exist at all seemingly in an attempt to "make" order
out of disorder :>
