According to The New York Times on July 25, 2006, "Jon Egeland, who is in
charge of humanitarian affairs for the United Nations ... accused Hezbollah of
‘cowardly blending' among women and children. ... ‘I heard they were proud
because they lost very few fighters and that it was the civilians bearing the
brunt of this. ... I don't think anyone should be proud of having many more
children and women dead than armed men.'"

Unarmed/undefended cities have been known to make good targets for even the
most civilized of liberaters.To leave the cities with all defenders to do
honorable battle outside would probably allow attacking aircraft safer,more
accurate and a much lower attack altitude.If any power and water plants were
restored ,operations would most likely cease pretty darn quick.
