I know the early 70's Pontiac Ventura had tail lights similar to that - 5
section with the reverse light in the middle - but I don't think they were in
the chrome bumper like that.

According to the decal it's a Plymouth Road Runner and from the tail lights and
back end it would be somewhere in the early 70s range

I saw the decal, but it looked like an after-market accessory rather than a
factory badge.
It's a 1971 model, according to Google.
