I wouldn't want to live in West Virginia because too many hilbillies..

I don't know if I'd like Puerto Rico...probably not.. too hot and too many hurricanes..

I would consider moving to Arkansas if I wanted to live off-grid as they are lax on what you can do with your land.. i.e you can build a cabin and nobody will worry about how you did it
