After all the bitching done over Obama releasing $1.7 billion of Iran's own money when the previous agreement was reached, this is absolutely ridiculous on it's face, however, the harsh treatment of Germany after WWI was a major factor leading to WWII. Having learned that lesson, after WWII the Marshall plan assisted rebuilding in Germany and created an alliance (that Trump would just as soon piss away with his rhetoric and tariffs.). Civilization is built on cooperation, not conflict.
