What's with this wall? Why tile the top half only? What's the floor she is standing on? and the roof of that building?

The wall separates the beach from the private property beyond. The angle of the photo, beside catching her ass nicely, makes the roof of the building on the property beyond the wall just visible. Again, do you need a cognitive exam?
